The Council of the Baltic Sea States (CBSS) was founded as a consequence of the global political change during the years 1989/90. Although it is a high-ranking organization, consisting of the governments of its memberstates, it remains relatively unknown to the German public; yet among experts it consistently elicits a positive response. The study discusses the following questions: What are the achievements of this IGO, and what is its contribution to developments in the Baltic Sea Region where the West , namely the EU, borders Russia, the successor of the Soviet Union? In the context of the CBSS, the differentiation between hard power and soft power is essential, since the CBSS-statutes do not have binding effect on the members. The study is based on the theory of complex interdependence elaborated by Koehane and Nye. Using energy policy as an example, specifically the Baltic Sea gas pipeline, the study analyses the role and the achievemts of the CBSS in relation to the network of political actors and the regional structural conditions. The study concludes 1) that this IO indeed has a pacifying effect in the region but 2) that the organization has a significant deficit, namely serious, bilateral problems that cause uncertainty in the international system are not even put on the agenda and are therefore never solved.

Aus der weltpolitischen Umbruchsphase 1989/ 90 heraus hat sich der Ostseerat (CBSS) konstituiert, der obwohl aus den Regierungen der Mitgliedstaaten hochrangig zusammengesetzt zumindest in der deutschen Öffentlichkeit relativ unbekannt ist, in Fachkreisen aber stets ein bemerkenswert positives Echo hervorruft. Die Arbeit erörtert die Fragen, was die Leistung dieser IGO ist und welchen Anteil sie an der Entwicklung der Region hat, in der der Westen , namentlich die EU, und Russland in der Nachfolge der Sowjetunion unmittelbar aufeinandertreffen. Dabei ist in Bezug auf den CBSS die Unterscheidung in Hard Power und Soft Power von wesentlicher Bedeutung, da seine Entscheidungen keinen bindenden Charakter haben; grundsätzlich fußt die Arbeit auf der Theorie der komplexen Interdependenz von Keohane und Nye. Am Beispiel der Energiepolitik, Stichwort Ostsee-Gaspipeline, analysiert die Arbeit die Rolle des CBSS und seine Leistungen im Akteursgeflecht und in den Strukturzus! ammenhängen der Region. Die Arbeit legt dar, dass diese IO durchaus pazifizierend wirkt, dass sich jedoch ernsthafte, insbesondere bilaterale Probleme, die für Unsicherheit im internationalen System sorgen, nicht einmal auf ihrer Tagesordnung finden und hier dementsprechend auch nicht gelöst werden.
