Abstract

English

Several empirical studies on the innovation activity of local jurisdictions are presented. Focussing on the innovation activity of local school districts in the US, structural evidence on strategic interaction among local governments (school boards) is provided. The results suggest that the discrete choice decisions of local governments to adopt policy innovations are not made independently. Rather, the adoption decisions of local governments are shown to be strongly interrelated. The results are based on a variety of spatial econometric models for limited dependent variables.

Die Arbeit enthält verschiedene empirische Untersuchungen zum Innovationsverhalten von lokalen Gebietskörperschaften. Anhand von Daten über lokale Schuldistrikte in den Vereinigten Stataten werden strukturelle empirische Belege dafür erbracht, dass die Regierungen lokaler Gebietskörperschaften bei Entscheidungen über die Einführung neuer Politiken strategisch interagieren. Die Ergebnisse zeigen, dass solche Adaptionsentscheidungen nicht unanhängig getroffen werden, sondern dass die Entscheidungsträger intensiv interagieren. Um die Interaktion der Entscheidungsträger zu identifizieren, verwendet die Arbeit eine Vielzahl von ökonometrischen Modellen für beschränkte abhängige Variablen mit räumlichen Effekten.
