dc.description.abstractLes évolutions contemporaines de la famille ainsi que leur dynamique sont le point de départ de notre recherche. Notre objet est de montrer en quoi et comment ces changements placent nécessairement les relations de l'enfant avec ses deux parents au centre de l'attention et de la normalisation sociale. Nous appelons ce processus le "parentalisme" que nous analysons dans ses deux versions sociétales française et allemande. A cet effet, nous comparons les modes de construction de la parentalité dans ces deux pays, comme le résultat des pratiques familiales, des effets sur ces pratiques de la participation des parents au marché du travail, d'une part, des politiques familiales et des dispositifs publiques de protection sociale, de l'autre.Dans le premier chapitre, nous étudions les formes de parentalité à partir d'un bilan de l'évolution socio-démographique des configurations familiales et des pratiques parentales pour mettre en évidence la manière dont la parentalité s'est peu à peu imposée comme une nouvelle unité "théorique", puis comment il est possible de définir les formes actuelles de parentalité ("bilatérale" et "unilatérale" ; "première" et "composée"). Puis, nous comparons l'activité professionnelle des pères et des mères et leurs effets sur la nature et la forme du lien entre l'enfant et ses parents. Enfin, nous nous consacrons à ce que les évolutions des politiques sociales et familiales donne à lire du rôle parental et de son partage entre les genres, mais aussi entre les parents et les pouvoirs publics. Une nouvelle distinction est proposée entre le modèle de la "parentalité exclusive" (quant le parent est inactif) et celui de la "parentalité conciliée" (quant il y a un exercice concomitant d'une activité professionnelle et des fonctions parentales).Le deuxième chapitre est consacré aux normes de parentalité à travers le traitement des risques familiaux engendrés par les ruptures conjugales. D'abord envisagée sous l'angle des évolutions du traitement juridique du risque familial, nous analysons ensuite la manière dont la norme actuelle de parentalité est construite dans les cas des familles unies et séparées. Et si la place de l'enfant est bien la même dans les deux pays, les rôles des pères et des mères, dans leurs relations personnelles à l'enfant, comme dans leur dimension conjugale, sont différents. La conception des rapports de genre mais aussi la nature du rapport entre l'Etat et la famille expliquent ces divergences. Le chapitre conclut sur le modèle de la "coparentalité" dans le cas français (véhiculant une norme de coopération parentale) et de la "biparentalité" dans le cas allemand (qui désigne une différenciation sexuée, une individualisation du rapport à l'enfant, et une non- ingérence des pouvoirs publics dans les rapports conjugaux).Le troisième chapitre est consacré aux pratiques de parentalité et au partage du "travail familial" en tenant compte des possibilités de délégation à des institutions, à l'effet de l'activité professionnelle de chaque parent et au rôle du réseau informel des ménages. Notre concept de "travail familial" désigne la négociation de l'ensemble des activités effectuées par les mères et les pères : professionnelles, parentales et domestiques. Notre objectif est de montrer, comment varient les pratiques familiales de partage du "travail familial", en fonction des différents modes d'intégration au marché de l'emploi. La répartition du travail parental ne s'effectue plus uniquement suivant les distinctions de genre, mais surtout suivant l'exercice de la parentalité (laquelle s'oriente de plus en plus vers une norme égalitaire malgré des inégalités encore persistantes).En conclusion, nous montrons que les rapports entre l'enfant et ses deux parents régulent actuellement les rapports familiaux, le risque familial et le partage du travail familial, définissant ainsi le "parentalisme". Puis, nous retraçons l'évolution des modes de régulation publique de la famille : le "parentalisme" fait suite en France au "familialisme" de l'après-guerre, puis au "féminisme" des années 1970 et 1980. En Allemagne, le "parentalisme" a succédé dans les années 1990 au "conjugalisme" de l'après-guerre. Ainsi, les deux pays convergent actuellement vers ce nouveau mode de régulation sociale, au delà de leurs différences sociétales dues aux effets spécifiques entre le marché du travail, l'Etat et la famille.de
dc.description.abstractDen Ausgangspunkt unserer Arbeit bildet der gegenwärtige Wandel der Familie und dessen Dynamik. Wir zeigen, dass und wie dieser Wandel die sozialen Beziehungen zwischen dem Kind und seinen beiden Eltern in den Mittelpunkt der gesellschaftlichen Aufmerksamkeit und Normierung hat rücken lassen. Diese Normierung wird als "Parentalismus" bezeichnet und in seinen französischen und deutschen Ausprägungen untersucht. Diese Fragestellung wird anhand eines Vergleichs der Konstruktionsweise der Elternschaft in diesen beiden Ländern vorgenommen. Die Elternschaften werden jeweils einerseits durch ihre Formen der Ausübung in den Familien und die Folgen der Elternbeteiligung am Arbeitsmarkt, andererseits durch die Familienpolitiken und die Sozialversicherung konstituiert.Im ersten Kapitel werden die Elternschaftsformen untersucht, anhand einer Bilanz der soziodemographischen Entwicklungen der Familienkonfigurationen und der Ausübung der elterlichen Funktionen. Wir zeigen, wie sich die Elternschaft als neue theoretische Kategorie etabliert hat, und anschließend, wie es möglich ist, die derzeitigen Elternschaftsformen zu definieren ("zweiseitig", "einseitig", "erste" und "zusammengesetzte"). Dann vergleichen wir die Erwerbstätigkeit der Väter und der Mütter und ihre Auswirkung auf die Form der Elternschaft. Schließlich werden die Entwicklungen der Sozial- und Familienpolitiken und ihr Einfluss auf die Konstruktion der elterlichen Rolle und ihrer Aufteilung (zwischen den Geschlechtern, aber auch zwischen den Eltern und dem Wohlfahrtsstaat) untersucht. Eine neue Unterscheidung wird getroffen zwischen dem Modell "ausschließliche Elternschaft" (Ausübung der elterlichen Arbeit ohne Erwerbstätigkeit) und jenem der "vereinbarten Elternschaft" (gleichzeitige Ausübung einer Berufstätigkeit und der elterlichen Funktionen).Das zweite Kapitel widmet sich der Konstruktion der Elternschaftsnorm durch die Art der sozialen Behandlung der Familienrisiken (verursacht durch die Auflösung von Familien). Insbesondere wird aus der juristischen Perspektive analysiert, wie die derzeitige Norm für alle vollständigen und getrennten Familien aufgebaut wird. Obwohl die Stellung des Kindes in den zwei Ländern dieselbe ist, sind die Rollen der Väter und der Mütter in ihren persönlichen Beziehungen zum Kind (und in ihren ehelichen Verhältnissen) verschieden. Die Konzeption der Geschlechterverhältnisse, aber auch der Beziehungsart zwischen Staat und Familie erklären diese Divergenzen. Wir stellen das Modell der "Co-Elternschaft" für Frankreich (als eine Norm der elterlichen Kooperation) auf, hingegen das der "dualen Elternschaft" für Deutschland (dies beschreibt die geschlechtspezifische Unterscheidung der Eltern, die Individualisierung von deren Bezug zum Kind und die Nicht-Intervention des Staates gegen über die Familie).Das dritte Kapitel behandelt die Ausübungsformen der elterlichen Aktivitäten und die Verteilung der "familiären Arbeit". Dafür werden die Delegationsmöglichkeiten an Institutionen, die Folgen der Berufstätigkeit jedes Elternteils und die Rolle des informellen Haushaltsnetzwerks betrachtet. Unser Konzept von "familiärer Arbeit" bezeichnet die gesamten Aktivitäten, beruflich, elterlich und häuslich, über die zwischen Vätern und Müttern verhandelt wird. Es soll gezeigt werden, wie die Verteilung der "familiären Arbeit" gemäß der verschieden starken Beteiligung am Arbeitsmarkt variiert. Die Umverteilung der elterlichen Arbeit wird nicht nur nach geschlechtsspezifischen Kriterien durchgeführt, sondern auch nach der Elternschaft (die sich immer mehr auf eine egalitäre Norm richtet trotz sich noch beharrlich haltender Ungleichheiten).In der Schlussfolgerung identizifieren wir den Prozess, in dem die Beziehungen zwischen dem Kind und seinen beiden Eltern heutzutage die Familienverhältnisse, das Familienrisiko und die familiäre Arbeitsteilung regulieren, als "Parentalismus". Die Entwicklung der Modelle der Regulierung der Familie wird historisch nachgezeichnet. Die zwei Länder konvergieren heutzutage zu diesem neuen Regulierungsmodus, trotz ihrer gesellschaftlichen Unterschiede, die auf die spezifischen Wechselwirkungen zwischen dem Arbeitsmarkt, dem Staat und der Familie zurückzuführen sind.de

dc.description.abstractengThe contemporary evolutions of the family and their dynamics are the starting point of our research. Our object is to show how these changes have placed the relations between the child and his two parents in the center of attention and social normalisation. We call this process "Parentalism", studying it in two of his societal versions in France and Germany. To this end, we compare the modes of construction of the parenthood in both countries, as the result of the family practices, the effects on these practices of the participation of the parents in the labour market, on the one hand, and of the family policies and the social protection on the other hand.In the first chapter, we look at the forms of parenthood through the socio-demographic evolutions of the family configurations and parental practices. This highlights the way in which the parenthood is becoming a new "theoretical" unit, and enables us to define more precisely the current forms of parenthood: according to the existence of a parental couple for the child ("bilateral" or "unilateral parenthood") and regarding the biological or social origin of the relation ("first" and "mixed parenthood"). Then, we compare the occupation of the fathers and the mothers and their effects on the nature and the form of the relations between the child and both of his parents. Lastly, we study the evolutions of the social and family policies in the way of how they determine the parental roles and their division between the genders, but also between the parents and the state. Two new models are proposed, the "exclusive parenthood" (the exercise of the parental functions only) and the "reconciled parenthood" (as a concurrent exercise of an occupation and the parental functions).In the second chapter, we look at the construction of the norms of parenthood through the social treatment of the family risks generated by the marital ruptures. Under consideration of the evolutions of the legal treatment, we look at the way in which the current norm is built in united and separated families. While the place of the child is the same in the both countries, the roles of the fathers and mothers are different in their personal relations with the child as well as in the couple. The gender construction and the nature of the relationship between the state and the family explain these divergences. The chapter concludes on the model of "co-parenthood" for the French case (which defines a norm of parental cooperation) and of "bi-parenthood" for the German case (which indicates a gender differentiation, an individualisation of the relationship to the child, and an non-interference of the state into the marital relations).The third chapter analyses the practices of parenthood and the division of "family work" by taking account of the possibilities of delegation to institutions, the effect of the occupation of each parent and the role of the informal network of the household. Our concept of "family work" indicates towards the process of negotiation of all the activities (professional, parental and domestic) carried out by the mothers and the fathers. Our objective is to show how varied the family practices of division of "family work" are, according to the various levels of integration in the labour market. The distribution of parental work is not only carried out according to the distinctions of gender, but also according to the exercise of parenthood (which is directed more and more towards a norm of equality in spite of some persistent inequalities).In conclusion, we identify that the relationship between the child and his two parents currently regulates the family relations, the family risk and the division of family work: a process, which we define as "Parentalism". We recall the evolution of the modes of public regulation of the family: "parentalism" continues in France what began with the "familialism" of the post-war period, then with the "feminism" in the 1970s and 1980s. In Germany, "parentalism" succeeded in the 1990s the "conjugalism" of the post-war period. So, the two countries converge towards this new mode of social regulation, notwithstanding their societal differences due to the specific effects between the family, state and labour market.de
