The orientation map in the primary visual cortex is an important model system for studying cortical development. By quantifying large sets of functional brain imaging data we find that the statistics of topological defects in orientation maps, the so-called pinwheels, exhibit universal properties in phylogenetically widely separated species. We show that these universal statistics are quantitatively reproduced and explained by a pattern formation model of Swift-Hohenberg type generalized to include key features of the visual cortical organization. Using this model we derive several predictions about the dynamics of the orientation map during normal development and under external stimulation. In particular, we introduce the novel concept of soft spots. Soft spots are specific locations in the orientation map at which a stimulation can induce widespread and persistent reorganization. As a proof of concept we analyze in experiment the reorganization of the orientation map following direct electrical stimulation in the adult visual cortex. Our results strongly support the hypothesis that the development of the orientation map is governed by a process of activity-dependent self-organization.
