This historical, theory-governed and empiric analysis theorizes gainful employment and political participation as the two central crystallization areas of the public at large, looked at from the point of view that a social sex-specific structuring is predominant. The social sex-specific structural characteristics are put into the centre of attention of the study, them being regarded as the central features of social inequality and the public participation of women in the identified areas as being the gauge of this structuring. A detailed theoretical, historical categorization of these structures and consequently of the general public, too, is therefore of particular relevance in this context as well as the embedding and legitimation of such features and their influence on the acting of women in the defined crystallization areas. After determination of the interdependencies relating to this, the educational situation of women and men will be looked at, this being a factor influencing the opportunities of participation, followed by a current empirical investigation of the crystallization areas "political participation" and "gainful employment". The analysis of the representation and positioning of women in these areas will be carried out in the form and to the extent of horizontal and vertical segregation on the labour market as well as conventional and unconventional political participation, applying an appropriate taxonomy. It can be proven that there is a positioning and representation which clearly has to be located below a parity concerning the sexes. By explaining different factors influencing the behaviour of women in the public sector, it is attempted in the following to find both proven as well as new aspects of inequalities in these areas. Afterwards, the investigated approaches will be examined with regard to the features used here and an overall connection will then be established. When looking at the collected data it becomes obvious that - in spite of a structural change in public life (J. Habermas) - the deficient inclusion of women in the central spheres of influence results from the principles governing the access to the public area, thus constituting the separation of spheres. The socio-cultural norms to be deduced from this are being reflected in the structural inequality between the sexes up to the present time. Data concerning the form and extent of social sex-specific structuring and therefore of social inequality, as well, are being disclosed. These could be used in order to adjust the instruments of gender mainstreaming to the social and political situation or to re-align them.

Die hier vorliegende historische, theoriegeleitete und empirische Analyse theoretisiert Erwerbstätigkeit und politische Partizipation als die beiden zentralen Kristallisationsbereiche der Öffentlichkeit unter dem Aspekt des Vorherrschens einer gesellschaftlichen geschlechtsspezifischen Strukturierung. Im Mittelpunkt der Untersuchung stehen die gesellschaftlichen geschlechtsspezifischen Strukturmerkmale als Kernmerkmale sozialer Ungleichheit und die öffentliche Beteiligung von Frauen in den ausgewiesenen Bereichen als Gradmesser jener Strukturierung. Dementsprechend ist eine detaillierte theoretische, historische Einordnung dieser Strukturen und somit von Öffentlichkeit sowie die Verankerung und Legitimation jener Merkmale und ihr Einfluss auf das Agieren von Frauen in den definierten Kristallisationsbereichen von Relevanz. Nach Feststellung diesbezüglicher Interdependenzen, wird nach der Betrachtung der Bildungssituation von Frauen und Männern, als die Möglichkeiten zur Partizipation beeinflussender Faktor, eine aktuelle empirische Untersuchung der Kristallisationsbereiche politische Partizipation und Erwerbstätigkeit vorgenommen. Die Analyse der Repräsentanz und Positionierung von Frauen in diesen Bereichen wird in Form und Umfang horizontaler und vertikaler Segregation auf dem Arbeitsmarkt und konventioneller und unkonventioneller politischer Partizipation unter Inanspruchnahme geeigneter Taxonomie durchgeführt. Deutlich unterhalb einer die Geschlechter betreffenden Parität anzusiedelnde Positionierungen und Repräsentanzen sind nachweisbar. Durch die Explikation differenter Einflussfaktoren für das Verhalten von Frauen in den öffentlichen Bereichen, wird im folgenden der Versuch unternommen, bewährte wie auch neuere Aspekte der Ungleichheiten in diesen Bereichen zu finden. Die untersuchten Ansätze werden im Anschluss in Bezug auf die hier verwandten Merkmale überprüft und ein Gesamtzusammenhang hergestellt. Nach Betrachtung der gewonnenen Daten wird ersichtlich, dass die defizitäre Inklusion von Frauen in die zentralen Einflussbereiche, trotz Strukturwandels der Öffentlichkeit (J. Habermas), durch die Sphärentrennung konstituierten Zugangsprinzipien zum Raum öffentlicher Teilhabe resultiert. Die daraus abzuleitenden soziokulturellen Normen reflektieren sich in der strukturellen Ungleichheit zwischen den Geschlechtern bis in die Gegenwart. Es werden Daten über Form und Umfang gesellschaftlicher geschlechtsspezifischer Strukturierung und somit sozialer Ungleichheit offengelegt, die genutzt werden könnten, um die Instrumente des Gender Mainstreaming der gesellschaftlichen und politischen Situation anzupassen bzw. neu auszurichten.
